摘要 PURPOSE: An apparatus and a method for controlling backward power in a mobile communication system supporting HARQ(Hybrid Automatic Retransmission reQuest) are provided to uniformly maintain a residual error rate or a residual frame error rate of a user when data is retransmitted in a reverse direction. CONSTITUTION: A base station receives a backward traffic channel(300). The base station checks whether the currently received traffic data is initially transmitted traffic data(301). If the currently received traffic data is re-transmitted traffic data, the base station combines traffic data which has been initially transmitted and stored with the retransmitted traffic data(309). The base station performs decoding on the combined signal(310). The base station checks whether there is an error in the combined signal(311). If there is no error in the combined data, the base station transmits an ACK signal(314) and increases a retransmission counter(315). The base station calculates an error rate value of the retransmission signal(316), and checks whether a TPR(Traffic Pilot Power Ratio) control time of retransmission arrives(317). When the TPR control time arrives, the base station determines a TPR value of the retransmission and transmits it to a corresponding mobile terminal(318).
