PROBLEM TO BE SOLVED: To manufacture a magnetic recording medium having a thin-film magnetic layer mainly containing a maghemite thin-film as a main component on a high polymer film at low costs. SOLUTION: A maghemite thin-film is formed on a substrate 1 made of a long-sized high polymer film, the substrate after the formation of the maghemite film is conveyed in contact with a rotary roll whose peripheral surface is heated, and subjected to oxidation treatment.
