PROBLEM TO BE SOLVED: To obtain a proper target speed in consideration of acceleration or deceleration in a speed range from a current train speed to the target speed if a delay or the like occurs in the train. SOLUTION: Reference traveling curve data 101 are prepared in advance, with which the train can travel between stations in minimum time when the train travels based on a limited speed preset by car performance, types of driving, geographical conditions, and positions. If it is predicted that the traveling train is delayed to get to a specified position, a train traveling simulation means 109 simulates acceleration traveling by the time the train reaches the position and speed of the reference traveling curve from the current traveling conditions based on the car performance. A modified traveling curve 106 prepared by combining the simulation result with the reference traveling curve is taken as a target traveling curve 108, thus controlling the traveling of the train based on the target traveling curve 108.
