<P>PROBLEM TO BE SOLVED: To develop an optical element having a light emitting means which prevents transmission light from being scattered by a recessed side surface, has excellent front directional characteristics by effectively converting an optical path of lateral incident light into a vertical direction, and is hard to generate scattered light or moire. <P>SOLUTION: The optical element comprises a light emitting means having a plurality of recesses discontinuously distributed on one side of a transparent base substrate. Each recess has an optical path converting slant surface and an opposing surface smaller in area than the optical pass converting slant surface. A manufacturing method of the optical element comprises a step for forming the light emitting means by repeating a step of forming a recess on the transparent substrate by laser etching. A manufacturing method of the optical element comprises a step for using the optical element as a mold to form an electroformed flask and transferring the shape of the flask to the substrate.
