PURPOSE: A handoff system and a method of a mobile communication system using Internet protocol are provided to resolve physical restriction between a base station and a base station controller and reduce load in the processing aspect between them. CONSTITUTION: When a mobile station(108) needs to be handoff, it transmits a handoff request message to an anchor base station(204), and then, when a certain channel is allocated from a target base station(205) to the mobile station(108), it performs handoff to the target base station(205). The anchor base station(204) receives the handoff request message from the mobile station(108), the anchor station(204) transfers a handoff request message including information on the target base station(205) to a base station controllers(201-203). When the base station controllers(201-203) receive the handoff request message from the anchor base station(204), they request allocation of channel resources from the target base station(205), receive configuration information of the target base station(205), obtains information on the target base station(205) by using the configuration information, and instructs the target base station(205) to perform handoff.
