PROBLEM TO BE SOLVED: To provide a band sharing subscriber transmission system which collateralizes the fairness among subscriber terminals moving over line terminating devices in the case that a plurality of subscriber terminals belong to and are connected to subordinate of a circuit terminating device. SOLUTION: Subscriber line termination equipment B storing a circuit C is provided with a transmission right acquisition history storage part B2 where transmission right acquisition history data of subscriber terminals which has been transmitted in the past is recorded in time series, and a transmission right computing unit B1 which determines a subscriber terminal to which the next transmission right should be given, on the basis of past transmission right acquisition history data recorded in the storage part B2 so as to preferentially give the transmission right to a subscriber terminal having the least number of times of frequency. The determined subscriber terminal is designated to a header of a data packet addressed to the line terminating device to which the subscribed terminal belongs, and a notice is given. When receiving the notice of the data packet, the line terminating device transmits a transfer suppression indication to subordinate subscriber terminals other than the subscriber terminal to which the transmission right is given.
