PROBLEM TO BE SOLVED: To provide an electronic locking/unlocking device and a locking/unlocking system having a crime preventive effect and a higher additive value by using packet communication. SOLUTION: This electronic locking/unlocking device has a locking/unlocking means for locking/unlocking a door, a control means for controlling the locking/unlocking operation of the locking/unlocking means and a storage means for storing an authentication code, and has a packet receiving means for receiving packet data sent out to a packet network from a communication device by imparting the address information of the electronic locking/unlocking device and a packet analyzing means for acquiring a code by analyzing the received packet data. The control means outputs an unlocking operation signal to the locking/unlocking means when the code coincides by discriminating whether or not the acquired code coincides with the authentication code.
