PURPOSE: An apparatus for controlling torque, and a method for controlling torque are provided to suppress generation of vibration and a noise in a low-speed rotary band by optimally controlling torque, thereby securing a large low-speed rotary band. CONSTITUTION: A driving voltage control unit(14) controls a driving voltage to be applied to a motor driving a compressor. A load estimation unit(18) estimates a load of the compressor based on a rotation speed change and a rotation acceleration speed change of a rotary shaft of the motor. A driving voltage adjusting unit(21) adjusts the driving voltage based on the estimated load. The driving voltage adjusting unit adjusts the driving voltage to suppress the rotation acceleration speed change of the rotary shaft of the motor.
