PROBLEM TO BE SOLVED: To prevent rattling, falling-out, and the like of a fence by enlarging the holding force of the fence. SOLUTION: A front upward holding piece 17a of a support member 17 to which a plate-shaped fence 16 is fitted is made to abut on the rear face of a handrail part 14 and fixed, and the rear face of the back side upward holding piece 17a is pressed by a pressing piece 21b of a pressor fitting 21 provided on the upper end of a bracket 11 secured to the rear face of an outer case 3.
