PURPOSE: A system for billing the online charged contents is provided to stably perform a billing service even if the users using the Internet contents charged by a flat sum system are increased. CONSTITUTION: Respective user computers(21,22,30) are used by each user. Web servers(23,24) are connected by the users. The first network routing server(25) is integrally connected to the web servers, and performs the user certification, the charge setting, and the program setting of the user computer by forming a database(251). An additional network routing server(26) is formed in parallel with the first network routing server. A server(27) provides the contents by connecting to the first network routing server and/or the additional network routing server.
