PROBLEM TO BE SOLVED: To improve throughput of a present cell and of peripheral cells.

SOLUTION: A CIR measuring part 307 measures a CIR in association with all sub-carriers. With respect to the CIR measured result, a block selecting part 308 decides a threshold on the basis of threshold information corresponding to traffic volume of the present cell and of the peripheral cells. A CIR averaging part 309 averages the CIR of available blocks. A CQI generating part 310 generates a CQI on the basis of the average value of the CIR. The generated CQI and the selected block number are reported to base station equipment.
