PROBLEM TO BE SOLVED: To provide an image blur correcting camera system and an image blur correcting camera which can enhance the image blur correcting effect at the time of performing optical image blur correcting operation and recover from the image blur even when the optical image blur correcting operation is not performed. SOLUTION: An image blur which is not corrected completely by image blur correcting operation by a image blur correcting lens 80 is corrected further by performing image recovery, so that a higher-quality image is obtained. When performing the image blur correcting operation by the lens 80, a dot image distribution function is arithmetically calculated by using a reference value. When not performing the image blur correcting operation by the lens 80, the dot image distribution function is arithmetically calculated by using a vibration detection signal. Furthermore, the image is recovered by software having an image recovery program which is installed in an external personal computer without providing an image recovery arithmetic part 170 in a camera body 200.
