PROBLEM TO BE SOLVED: To provide a clear black coated metal plate capable of showing clear black color while utilizing an appearance of a metallic material. SOLUTION: The clear black coated metal plate is composed by dispersing a flaky black pigment scale 6 having the maximum particle size of 20μm or less, an aspect ratio of 20 or more and a thickness of 1μm or less in the clear coating layer 2 on the substrate material 3. And the flaky black pigment 6 is oriented along the surface direction of the substrate material 3 in the metal plate. Thereby absorbing positions P into which an incident light Lin is absorbed can be increased to enable to reflect to the outer site as a reflected light Lout having a reduced light quantity and further because the flaky black pigment 6 becomes semi-transparent to weaken its masking force, the metallic gloss of the substrate material 3 can be also utilized.
