PROBLEM TO BE SOLVED: To provide an electronic mail determining device capable of preventing an electronic mail containing an unsuitable header from being transmitted. SOLUTION: A check server 1 is equipped with a first electronic mail determining means 13 which determines whether a subject line contains a character string indicating a rule corresponding to Japanese or not when an untransmitted mail magazine arrives from a mail magazine distribution server 2, a second electronic mail determining means 14 which determines whether a test attribute line indicating the text encode attribute of the mail magazine contains a character string indicating the unit number of bits at encoding or not, and an electronic mail transmission permission means 15 which sends an electronic mail for permitting the transmission of the mail magazine to the mail magazine distribution server 2 when no negative determination is made.
