PROBLEM TO BE SOLVED: To provide a technique to reduce bright-spot image noises generated by long exposure by an electronic camera. SOLUTION: The noise reducing device has a smoothing part and a noise-reducing part. The smoothing part obtains signal levels of a plurality of pixels (peripheral pixels) located close to a target pixel for noise reduction, and calculates the smoothing value of the peripheral pixels. When the difference between the target pixel and the smoothing value is larger than a predetermined specific value F (where F≥0), the noise-reducing part brings the signal level of the target pixel close to those of the peripheral pixels. By such a configuration, a target pixel, which is larger than the smoothing value of the peripheral pixels by the specific value of F or larger, is detected as a bright spot noise, and the noise can be reduced so that the noise is not conspicuous.
