The mobile phone has an analysis and diagnosis module (20) for video images and an input of the module is connected to an output of a camera (6). The modules output is connected to a control organ (8) for sending a diagnostic data to the control organ according to the analysis and diagnosis of the video signal by means of calculation programmed by an application program of the module. An Independent claim is also included for a procedure for the use of video tele-survillance by mobile phone.
