PROBLEM TO BE SOLVED: To provide a powder less prone to cause messy makeup, keeping moisture of the skin and capable of preventing the messy makeup. SOLUTION: The modified powder is covered with a 2-methacryloyloxyethylphosphorylcholine copolymer represented by general formula (1) (wherein, R1 and R2 are each a hydrogen atom or a methyl group; R3 is a 12-22C linear or branched, and saturated or unsaturated hydrocarbon group; and X and Y are each a number regulated so that X/(X+Y) is 0.2-0.4) and having 5,000-1,000,000 weight average molecular weight, and a silicone compound and/or a perfluoroalkyl phosphate.
