The method involves inserting a load break tank, a step regulating valve (1) and a hydraulic turbine (3) in a pipe network along an upstream head tank. An electric generator (4) is activated by the hydraulic turbine. A control valve is provided with hydraulic, electric or pneumatic valve actuation mechanism (2) that is operated from the signals emitted by a downstream tank level sensor (5) and an upstream flow rate sensor (6) at the regulating valve. The hydraulic turbine is provided with the upstream and downstream valves and a bypass duct (8) that is provided with a closing valve (7).
