PURPOSE: A method for selecting an SLS(Signaling Link Selection) number is provided to designate SLS values used to an SCCP protocol by using uniform/reproducible characteristics of a hash function, thereby uniformly assigning the SLS values to signal messages. CONSTITUTION: An SCCP protocol obtains a hash key by using a 3-byte value(S201). The SCCP protocol substitutes the obtained hash key for a hash function, and obtains result values(S202). The SCCP protocol selects the obtained result values as SLS values(S203). The SCCP protocol uniformly assigns the SLS values to signal messages. An MTP(Message Transfer Part) level 3 protocol performs a load distribution process between signaling links by using the SLS values, and assigns the same SLS value to signal messages included in the ranks 1, 2, and 3.
