PROBLEM TO BE SOLVED: To speed up a certificate verifying server by labor-saving for the confirmation procedures of effectiveness of a certificate verification section without losing the security.

SOLUTION: The certificate verifying server 3 for using a CRL whereby an invalid certificate issued by an authentication station can be identified is characterized in to include: a verification request reception section 13 for receiving verification request information to request verification of a prescribed certificate; the certificate verification section 14 that receives a valid certificate list 181 whereby a valid certificate can be identified and the valid certificate can be searched before the CRL is used to verify the prescribed certificate, searches the prescribed certificate requested by the verification request information by using the received valid certificate list 181, and verifies whether the prescribed certificate is the valid certificate on the basis of a result of the searching; and a verification response transmission section 16 for outputting verification response information being a result of the verification.
