PROBLEM TO BE SOLVED: To provide a development method reducing the soiling of the background of an image in a non-image part by improving developing characteristics in an image part in regard to toner released from a magnetic carrier which forms a spike by aggregation and flows by forming a magnetic brush, and to provide a developing device and an image forming apparatus using this method. SOLUTION: One of the following conditions (1) to (3) is applied in the developing method, the developing device adopting the developing method and the image forming apparatus adopting the developing device. (1) When the potential of an image carrier 100 is V<SB>PC</SB>and the DC component of the potential of a developer carrier 111 is V<SB>DC</SB>, the average flying velocity of the released toner when V<SB>PC</SB>-V<SB>DC</SB>=400V is≤1m/s. (2) The standard deviation of the flying velocity distribution of the released toner when V<SB>PC</SB>-V<SB>DC</SB>=400V is≥0.51. (3) The average flying velocity of the released toner when V<SB>PC</SB>-V<SB>DC</SB>=200V is≤0.65m/s. COPYRIGHT: (C)2004,JPO
