PURPOSE: A settlement/certification processing method for preventing the stealth use and a device thereof are provided to reduce a loss due to the stealth use of the settlement/certification by making the reuse of a hacked password impossible as changing the password in every settlement. CONSTITUTION: A password rule equipping/inputting part(P1) stores a defined password rule in a storing medium and receives input. A password generation requesting part(P2) requests the password generation to a password generation requesting tool. A password generating part(P3) generates the password based on the password rule by a password generation request. A display part(P4) confirms the inputted password and displays the generated password.
