PROBLEM TO BE SOLVED: To dispense with a plurality of workers and to automatically and surely operate a safety device against overturning when an insulation tower is inclined by lateral load, without affecting the traveling on a rail of the insulating tower. SOLUTION: A carriage B having four rollers 11 is loaded inside of the insulation tower A loaded on the rail 4, the carriage G and the insulation tower A are locked to be integrally moved when the insulation tower A travels in the longitudinal direction, and independently moved in the vertical movement, hook levers 20 having hooks 22 at their tips, are journaled to both sides of the carriage B, the other end of each hook lever 20 and the insulation tower A are fixed by a hoisting rope 26, each hook 22 is normally separated from the rail 4, and the hook lever 20 is rotated by being pulled by the rope 26 and the hook 22 is closely kept into contact with a bottom face of a head part of the rail 4, when the insulation tower A is inclined in the lateral direction, to inhibit the inclination of the insulation tower.
