PROBLEM TO BE SOLVED: To solve a problem to which spring constant of a spring 61 is set to a spring constant of a belt 46 in a driving device to move a main rope 3 while pressing it against a sheave 42 in a belt drive mechanism having pulleys 43, 44 and 45 and the belt 46 while winding the main rope 3 connected to a car or a counterweight around the sheave 42 in which the tension is applied to the belt 46 by the spring 61 so that the tension can maintain a level free from any troubles in drive even when the belt 46 extends abnormally, and the spring constant is degraded. SOLUTION: When the spring 61 is installed on one side of the belt 46, the spring constant Kb of the spring 61 satisfies an inequality Kb≤(1-D/100) x E x Ka1/(D-E), where Ka1 is the spring constant of the belt 46, D is the spring constant degradation rate of the belt 46, and E is the degradation rate of the permissible spring force of the belt 46.
