PROBLEM TO BE SOLVED: To reduce a degree of modification for a production process to a relatively small level, and to detect a surface of a steel pipe even when a position of the steel pipe is fluctuated. SOLUTION: Light is emitted toward the steel pipe of an inspection object, reflected light from the first area of the steel pipe surface is received by a two-dimensional camera to measure luminous energy thereof, and a reference level used in defect detection is set based on the measured luminous energy (S3). Reflected light from the second area of the steel pipe surface is received by a one-dimensional camera to measure brightness thereof, the measured brightness is compared with the calculated reference level, and the presence of a defect on the steel pipe surface is detected based on a comparison result therein (S4).
