PROBLEM TO BE SOLVED: To provide a silver halide emulsion comprising silver chlorobromide or silver chloroiodobromide, having high sensitivity and low fog, and excellent in latent image stability, and to provide a silver halide photographic sensitive material using the silver halide emulsion and an image forming method in which the photographic sensitive material is subjected to scanning exposure. SOLUTION: The silver halide photographic emulsion contains chemically sensitized and spectrally sensitized silver halide grains including five or more kinds of group VIII metal compounds in the grains.
