An energy accumulating device of the present invention is an energy accumulating device having a pair of electrodes, a separator set between the electrodes, a pair of collectors, a pair of conductive layers respectively set between the electrode and the collector, and an electrolytic solution, in which at least one of the conductive layers includes aspheric conductive particles extending at least in one direction and scaly graphite particles are preferable as the conductive particles.
