PROBLEM TO BE SOLVED: To provide a lock cylinder and a stabilizer function adjusting device, which are improved in mountability to a vehicle, are low in cost and light in weight, require no large consumption output and enhance a comfortable ride of the vehicle particularly on a rough road and an undulating road. SOLUTION: The lock cylinder comprises a cylinder body C and a lock mechanism for controlling extension and retraction of the cylinder body C. The lock mechanism comprises a flow control valve 11, a reservoir R, and first and second check valves 17, 18 that are respectively provided between the reservoir R and an extension-side oil chamber R1 and between the reservoir R and a pressure-side oil chamber R2 and allow only flow of hydraulic oil from the reservoir R. The lock cylinder is provided with a control mechanism A that drives the flow control valve 11 according to a speed, a steering angle and lateral acceleration of the vehicle, varies an flow passage area and adjusts operating resistance of the lock cylinder.
