PROBLEM TO BE SOLVED: To obtain a powder from a synthetic resin emulsion, having excellent redispersion properties, and having excellent film-forming properties when redispersed, to obtain a hydraulic material having still more high strength, by using the powder which is excellent in dispersibility in the hydraulic material when used as an admixture for the hydraulic material, and to give excellent adhesion and durability, and further excellent mechanical strength, to a placing joint material, when the powder is used as the placing joint material for the hydraulic material. SOLUTION: This powder from the synthetic resin emulsion is obtained by drying an emulsion which is composed of a vinyl alcohol-based polymer containing 1-12 mol% of ethylene units in its molecule as a dispersing agent and a polymer having one, two or more kinds of unsaturated monomer units selected from ethylenic unsaturated monomers and diene-based monomers as a disperse phase.
