PROBLEM TO BE SOLVED: To realize a high-level sensing system in which functions of individual functional elements having a sensing function etc. are made a single function and are simplified by limiting a measurement range etc., and the individual functional elements perform collaborative operations on the whole. SOLUTION: A functional element 1 receives the information showing the timing of sensing from a mater base station 100 and sends sensed information to the master base station 100. Functional elements 2 to 4 communicate with the master base 100 through other functional elements. In addition to communication with the master base 100, functional elements communicate with one another like functional elements 2 and 5, functional elements 1 and 5, etc., to send the best information to the master base station with the highest efficiency on the whole according to the places and environments where the individual functional elements are placed.
