PROBLEM TO BE SOLVED: To solve the problem that the leak current of a solid-state electrolytic capacitor must be further reduced but it is impossible in the existing re-forming process. SOLUTION: A capacitor element 2, in which a solid-state electrolytic layer consisting of polyethylenedioxythiophen is formed, is soaked into the electrolyte solution, and the re-forming process is executed by applying a voltage between the anode of the capacitor element 2 defined as the positive pole and the negative pole of the electrolyte solution. The reforming process is performed by cutting off the voltage after the predetermined voltage is held for a constant period and then raising the voltage in the predetermined sweeping speed (voltage scanning). This voltage sweeping is repeated for a plurality of times and when the changing behavior of the reforming process current for the applied voltage becomes similar, the reforming process is completed.
