PROBLEM TO BE SOLVED: To suppress the increase in HC discharge quantity in starting by precisely controlling the opening of an intake control valve. SOLUTION: This intake control device of internal combustion engine comprises at least a fuel injection valve provided in an intake port and an intake control valve controllable to an optional opening by a control means, the intake control valve being provided in an intake passage on the upstream side from the fuel injection valve and the downstream side from a throttle valve.
