PROBLEM TO BE SOLVED: To speed up response of a base station by shortening a transmission waiting time occurring at the time of link channel allocation transmission. SOLUTION: In a transmission control unit 232 for transmitting two LCCHs in a CS 200, one of the LCCHs is provided with a first transmission control unit 234 for transmitting only the BCCH, and the other LCCH is provided with a second transmission control unit 234 for transmitting the only channel allocation (SCCH) used at the time of communication. In a PS 100, the LCCH by which the CS 200 is transmitting BCCH is provided with a waiting control unit 132 for waiting at the time of waiting, and a switching control unit 134 for switching the operation to the LCCH by which the CS 200 is transmitting only the channel allocation used at the time of communication at the time of making communication.
