PROBLEM TO BE SOLVED: To provide a facility for producing fine crystal grain steel fining the crystal grain in high efficiency by alternately high reduction a steel material into two directions and thus, the fine crystal grain steel excellent in recycling property and mechanical property can be produced at low cost. SOLUTION: This producing facility is provided with a bi-directional high rolling-down press 10 alternately performing a width directional reduction and a thickness directional reduction to a slender steel material 1, a cooling apparatus 12 for restraining the growth of coarse crystal grain by cooling the heat of the steel material generated by reduction and a steel material supplying apparatus 14 for supplying the steel material in the longitudinal direction. Then, bi-directional large plastic strain is given to the steel material while restraining the growth of the coarse crystal grain near the recrystallizing temperature of the material.
