PROBLEM TO BE SOLVED: To provide a novel transforming growth factor-β1 (TGF-β1) production inhibitor having the inhibitory action on the production of TGF-β1 and useful for the prophylaxis/therapy of, especially, lung fibrosis. SOLUTION: The subject medicine contains an N,N'-disubstituted thiourea compound represented by the formula (wherein R<SP>1</SP>is H or a halogen atom; and (n) is an integer of 1-3) or a pharmaceutically acceptable salt or hydrate thereof as the effective component.
