PURPOSE: To select a most stable data row out of over-sampled data rows, in order to extract a proper signal from signals containing skews and jitters. CONSTITUTION: A serial data regenerating circuit comprises a means for storing data by 2 system clocks for serial data received by the circuit, a means for comparing a special character signal used in transmission with the stored data by 2 system clocks, and a means for determining a matched position(shift number) of data having a pattern matched with the special character signal. The circuit is configured to correct a skew by sampling data based on a matched position information determined by the means. The received data is processed for 3-fold over-sampling, and the over-sampled data is divided into 3 edge groups. A process detects a shift number matched with a special character for each group, and selects an edge group with least change in shift numbers. Correction skews and jitters is conducted by regenerating an image signal with the edge group.
