PROBLEM TO BE SOLVED: To provide a saccharide compound achieving regulation or the like of a bond between each of L-selectin, P-selectin and chemokine, and its ligand; and to provide a treating and preventing agent for ameliorating a symptom of a disease such as an inflammatory disease and exhibiting high affinity in a living body. SOLUTION: The treating and preventing agent is the saccharide compound represented by formulas (I) (wherein, R<SP>1</SP>, R<SP>2</SP>, R<SP>3</SP>and R<SP>4</SP>are each a hydrogen atom or a sulfonic acid group), (II) (wherein, R<SP>5</SP>, R<SP>6</SP>, R<SP>7</SP>and R<SP>8</SP>are each a hydrogen atom or a sulfonic acid group), (III) (wherein, R<SP>9</SP>and R<SP>10</SP>are each a hydrogen atom or a sulfonic acid group; and m is 3 or 4) or (IV) (wherein, R<SP>11</SP>and R<SP>12</SP>are each a hydrogen atom or a sulfonic acid; and n is 3 or 4), or contains the saccharide compound.
