PROBLEM TO BE SOLVED: To discriminate image regions and/or original document types with high precision by a simple method.

SOLUTION: An automatic original document type discriminating section 13-1 comprises a signal converting section 21, a first deciding section 31, and a second deciding section 41. The first deciding section 31 decides whether the original document has a base or not, and when it has a base, its density range is decided to be in a base density range. The second deciding section 41 decides in which image region a pixel to be processed belongs on the basis of the result obtained at the first deciding section and considering the information about the surrounding pixels, and carries out the original document type decision in regard to an input image.
