PROBLEM TO BE SOLVED: To provide a volume reducing packing device requiring a small running cost, having reliability in a packing process to a package bag, and saving an installing area for the whole of the device. SOLUTION: The volume reducing packing device comprises a volume reducing means 100 reducing the volume of waste by compressing and deforming, and a packing means 200 packing the waste reduced in volume by the volume reducing means to the package bag. The packing means comprises a bag producing mechanism feeding thin film material with a specified length from a roll sheet 210 made by winding the long cylindrical thin film material, cutting and joining the thin film material, and producing the package bag opening at only one side portion; a packing mechanism opening an opening portion of the package bag and storing the waste reduced in volume by the volume reducing means; and a sealing mechanism sealing the opening portion of the package bag storing the waste.
