PROBLEM TO BE SOLVED: To provide a method for manufacturing a solidified material with controlled dusting, improved in stability of the quality of products, ease of manufacturing, and manufacturing cost. SOLUTION: The method for manufacturing a solidified material with controlled dusting comprises: mixing 100 pts. by mass of an inorganic powder comprising mainly a cement with 10-100 pts. by mass of a calcined intermediate raw material taken out from the preheater section of a cement manufacturing device (referred to as the calcined intermediate raw material hereafter) to give a mixture whose temperature is higher than the fibrillation temperature of a fibrillatable polytetrafluoroethylene and lower than the decomposition temperature thereof; and mixing 100 pts. by mass of the mixture with 0.02-0.09 pt. by mass of a fibrillatable polytetrafluoroethylene.
