PROBLEM TO BE SOLVED: To make a ratio ft/za small, where ft is a clock frequency for signal processing and control over a matrix display and za is the number of scanning lines to be displayed. SOLUTION: Pixels are controlled by scanning lines and the control is characterized in that: an active part of an input video signal is scanned and stored in a memory at a 1st rate; stored information is read out of the memory at a 2nd rate; the 1st rate corresponds to the density of image information included in the active part; the 2nd rate is determined by the density of image information to be displayed and a time used for display having the active part and an inactive part; the density of the image information to be displayed is determined by the number of pixels to be controlled; and a ratio fz/za is made less than a ratio necessary for a CRT, where ft is the clock frequency for signal processing and display control and za is the number of scanning lines to be displayed.
