<P>PROBLEM TO BE SOLVED: To effectively utilize recycled toner even in a forcible toner supply mode. <P>SOLUTION: Humidity in image forming apparatus is detected by a humidity sensor. Fresh toner and recycled toner are supplied if the detection value of the humidity sensor is equal to or lower than a first predetermined value in the forcible toner supply mode where a continuous supply mode in which toner is continuously supplied to a development device and a stir mode in which the supply is stopped and developer is stirred, are alternated.
