PROBLEM TO BE SOLVED: To provide a shutter device for preventing disaster capable of providing a see-through member at an arbitrary position of a shutter curtain. SOLUTION: The shutter curtain 10 closing a front part of an elevator which is an elevating means is wound by a winding shaft 11 and is curved and deformed when it is opened and moved. A window hole 30 in which the see-through member 31 is arranged is formed to enable a refugee in an elevating box of the elevator to confirm the opposite side of the shutter curtain 10 visually in a curtain main body 10A. This see-through member 31 is made of a material having curving and deforming properties and is also curved and deformed when the shutter curtain 10 is wound by the winding shaft 11.
