PROBLEM TO BE SOLVED: To provide a system and a method for issuing an IC card capable of issuing an IC card in accordance with one's convenience without a card issuer owning a large issuing facility by himself.

SOLUTION: The IC card issuing system and method is provided with an issuing means for issuing the IC card by the card issuer itself on the basis of writing data for the IC card generated by a data generation substituting company, a generating means for generating the writing data for the IC card on the basis of customer data received from the card issuer and sending it back to the card issuer, and a communication means for connecting the issuing means and the generating means to provide communication.
