PROBLEM TO BE SOLVED: To provide a ground improving construction method capable of quantitatively grasping and evaluating the fluidity of processed soil immediately after agitation and mixing, and stabilizing and improving the process quality, while achieving excellent economy. SOLUTION: Based on data of blending tests or the like conducted preliminarily, the correlation between the water-to-cement ratio W/C of cement milk with cement addition quantity and slump values as indexes of the fluidity of processed soil is predetermined as a correlation characteristics chart. The slump value is designated based on the correlation characteristics chart, and a water-to-cement ratio W/C of cement milk and cement addition quantity when the processed soil satisfies a target strength, and when an additive hardening process as a secondary process is not required since fluidity is provided immediately after an agitation and mixing process is determined. While injecting a cement milk corresponding to the water-to-cement ratio W/C and the cement addition quantity thus determined into the ground, the agitation and mixing process with raw soil is conducted.
