PURPOSE: A horizontal control and fixing device is provided to allow for ease of adjustment of the height of the support member and installation of structure base. CONSTITUTION: A horizontal control and fixing device comprises a support member(6) having a top on which a nut(8) is welded, wherein the support member is fixed on the frame of a foundation work; a screw shaft(10) coupled to the nut in a vertical direction; a screw pipe(14) coupled to the outer surface of the screw shaft in such a manner that the screw pipe is rotatable, wherein the screw pipe has an outer surface on which a screw portion is formed; a bed member(18) having a nut(20) coupled to the screw pipe in such a manner that the bed member is movable in a vertical direction in accordance with the fastening or tightening operation of the screw pipe; and fixing nuts(22,24) coupled to the screw pipe and the screw shaft.
