PROBLEM TO BE SOLVED: To provide a noise controller and an air-conditioning machine which can widely damp noise. SOLUTION: The noise controller 1 is used for reducing a jet sound to be generated in a blowing port 9 of an on-vehicle air-conditioner and is constituted of a control sound source 7, a power source and a control section, etc. The control sound source 7 is installed on an inside wall of an air-conditioner duct 5 provided in a dashboard 3 toward the blowing port 9 and a pathway from the control sound source 7 to the headed part of a crew of a vehicle via the blowing port 9 is on the same straight line as the pathway from the blowing port 9 of an air-conditioner duct 7 to the headed part of the crew.
