PURPOSE: A starting control device and method of a hybrid electric vehicle is provided to execute engine starting control action by using an auxiliary battery although a main battery is completely discharged. CONSTITUTION: A starting control device and method of a hybrid electric vehicle comprises a starting-detecting part(110) detecting the starting state of the engine of the vehicle; a battery voltage-detecting part(120) detecting the voltage of a main battery of the vehicle; a memory part(130) storing programs and data related to the starting control of the vehicle; a starting control part(140) producing an auxiliary starting signal if the detected voltage of the main battery is below a predetermined voltage detected from the memory part when the starting of the engine is off; and an auxiliary starting-driving part(150) driven according to the input of an auxiliary starting control signal supplied from the starting control part, to execute engine starting action of the vehicle.
