PURPOSE: Provided are a process for producing a catalyst, having high activity, for polymerizing aliphatic polycarbonate by using an amphoteric block copolymer as a templating agent and a process for polymerizing the aliphatic polycarbonate by using the catalyst. CONSTITUTION: The catalyst for polymerizing the aliphatic polycarbonate is produced by reacting a zinc precursor and an organic dicarboxylic acid in a solution containing 1-20pts.wt.(based on the solvent of 100pts.wt.) of the templating agent which is the amphoteric block copolymer as a non-ionic surfactant, wherein the templating agent is selected from the group consisting of polyoxyethylene-polyoxypropylene-polyoxyethylene, polystyrene-polyoxyethylene, polystyrene-poly-2-vinylpyridine, polymethylmethacrylate-polyoxyethylene, polystyrene-polybutadiene-polystyrene, and etc. And the aliphatic polycarbonate is polymerized by copolymerizing alkyl oxide with carbon dioxide in the presence of the catalyst.
