PROBLEM TO BE SOLVED: To effectively avoid deterioration of performance of a decoder by change of bit reliability.

SOLUTION: A transmitter 100 reorders bits to be transmitted of a symbol on the basis of selected redundancy versions by an order converter 110 and a logical inverter 120 when one redundancy version among a plurality of redundancy versions is selected, the symbol in which the bit to be transmitted are reordered is modulated by using a prescribed signal constellation by a mapper/ modulator 130. The modulated symbol is transmitted via a channel 200.
